Halloween is a magical time; spooky fun happens all around from decorations, kids costumes, to even music on the radio and tv shows are all covering monsters and magic. Festivals happen in the summer and fall for all kinds of events; like town celebrations, schools end of school or fall festivals, to holiday festivals. In a nutshell it's to allow the school, community, or towns to celebrate something they are proud of or want to highlight in a positive way. In New England, many towns have summer festivals to celebrate the communities; Windham Maine has Windham summerfest which is a 6 hour event starting with the parade, and vendors (companies) showcasing their services and products to families.
